Small aircraft has landed on US Capitol building

So apparently a man has flown a small aircraft, being described as a gyro copter onto the west lawn of the U.S. Capitol building. 

For anyone who listened to or watched the news unfold on 9/11 2001, this morning makes me have he same feelings that I did that sobering day. 

The small aircraft did not have permission to land on the U.S. Capitol property, why was he there? Are there other threats out there that were not seeing because we're being distracted by this "stunt"? 

Chances are the craft was too small to have been picked up by radar.
